JOB SUMMARY

The Codes Enforcement Officer is responsible for identifying code and ordinance violations, issuing citations with descriptions of corrective action of the violations and following up on citations to ensure all offenses have been corrected and the property is within the county codes and ordinances.

ESSENTIAL DUTIES

  • Investigate potential code and ordinance violations
  • Evaluate property for compliance within the county codes and ordinances
  • Issue citations with descriptions of corrective actions required to remedy any violations
  • Monitor and manage all open citations to ensure all offenses have been corrected and the property is brought into compliance
  • Notify the County Attorney when cases need to be presented to Magistrate Court
  • Maintain all records, including digital copies, photos, videos, and hard copy, as required in a timely and organized manner as directed
  • Other duties as assigned. Duties, responsibilities and activities may change at any time.

EDUCATION AND EXPERIENCE

  • High School Diploma or GED
  • Must be at least 18 years of age

SKILLS AND ABILITIES

  • Strong working knowledge of county codes and ordinances
  • Ability to communicate professionally and courteously with the general public
  • General safety rules and regulations pertaining to duties
  • Computer literacy, with a working knowledge of a variety of online softwares including but not limited to, iWorQ, Google WorkSpace and the Assessor’s Website qPublic
  • Effectively communicate in the English language both in writing and orally.
  • Ability to organize tasks and daily assignments.
  • Carry out instructions furnished in written, oral, or diagram form.
  • Demonstrated capability to be a self-starter, and self-organized
  • Ability to plan and implement projects with little supervision and must be able to work independently.
  • Provide excellent customer service at all times and especially in stressful circumstances by providing friendly interaction with other departments and elected officials ensuring customer satisfaction.
  • LANGUAGE SKILLS: Must be able to communicate effectively (orally and written), possess excellent presentation skills, and ability to lead discussions and meetings.
  • MATHEMATICAL SKILLS: Basic knowledge of math skills.
  • REASONING ABILITY: Must be able to analyze data, determine trends and apply the results. Ability to anticipate reactions from the public, elected officials, business community, and governmental agencies in order to manage various situations.

CERTIFICATES, LICENSES, REGISTRATIONS

  • A valid driver’s license and maintain a satisfactory Motor Vehicle Report (MVR)
  • Certifications through the GA Association of Codes Enforcement (GACE),  a plus
  • Certifications through the International Property Maintenance Code (IPMC), a plus
  • Proficient in a second language, a plus

PHYSICAL DEMANDS

While performing the responsibilities of the job, the employee is required to stand, walk, sit, climb, bend, crouch and twist to perform such tasks as:

  • Walking around property with uneven terrain
  • Lifting supplies, equipment and files
  • Sitting at a desk, or in meetings or while driving
  • Reaching for objects
  • Kneeling, bending or crouching to file or to retrieve objects from lower shelves or the ground level
  • Pushing and pulling file drawers or tables and chairs
  • Climbing stairs and ladders
  • Twisting from computer to phone, getting inside vehicle, getting through tight places
  • Hand and foot dexterity is required to operate office equipment, and paperwork.
  • Hearing and speech is necessary to communicate with citizens and co-workers in person, by telephone and radio.
  • Good vision is required for all functions.
  • This position must be able to lift 25 pounds occasionally.

WORK ENVIRONMENT

While performing the duties of this job, the employee is usually exposed to a noise level that is moderate to loud.

About 70% to 80% of the work is performed outdoors daily and in seasonally extreme temperatures, both hot and cold, as well as rain and other environmental elements.

About 5% to 10% of the time is spent in an office with a controlled environment, and about 10% 15% of the time is spent driving from one location to another in traffic and weather conditions normal to the Walker County region.

Physical hazards include dangerous equipment, noise and vibration, exposure to foul smells, fumes, gasses, chemicals, dust and dirt from time to time. The employee will be expected to wear proper protective equipment including, protective eyewear, gloves, protective footwear, hard hat and reflective safety vest.
