Chattooga County Expands Redevelopment Area for Proposed Trion Apartment Project

Chattooga County has expanded the boundaries of its Urban Redevelopment Area to allow a proposed apartment development near Trion to qualify for additional federal funding.

The amendment, designated Resolution 2026-19, was adopted and signed by Sole Commissioner Andy Allen on May 8, 2026, and took effect immediately. The change adds parcels in the northern section of the original Urban Redevelopment Plan Area boundary and incorporates a revised boundary map into the county’s redevelopment framework.

County officials said the original redevelopment boundary did not include the entire tract of land tied to the apartment project. The updated map was approved to ensure the developer can access all available federal funding connected to the project. Officials noted the amendment is unrelated to zoning.

The action was taken under Georgia’s Urban Redevelopment Law, O.C.G.A. § 36-61-1.

The project tied to the boundary expansion is Chattooga Ridge II, a proposed affordable housing development by Atlanta-based Affordable Equity Partners, Inc. The parcel involved carries the identification number 000560000005500C.

The developer is seeking funding through the Georgia Department of Community Affairs Office of Affordable Housing. Earlier this year, Commissioner Allen submitted a formal financial commitment letter in support of the project.

In that letter, Allen referenced the county’s history of securing outside funding for infrastructure and development projects, including more than $3 million received through the American Rescue Plan Act in 2021 as part of a broadband expansion partnership with Windstream.

County officials said the redevelopment boundary adjustment is intended to help ensure the affordable housing project can receive the maximum amount of available federal funding.
